Surveys local reshaping targets for phase 4 of a codebase cleanup — the god functions and type debt the 1.4 audit recorded, the duplicate pairs phase 2 never consumed, filtered by churn and by whether a test actually exercises each one — and returns the tier A queue plus at most five tier B candidates with a recommendation. Read-only by design: tier B moves a domain word or a signature, and that is the user's call.
